Greenfield City Council scaled back a Poet Seat Tower repair appropriation from $100,000 to $25,000 Tuesday, citing fiscal pressure and a lack of a comprehensive capital plan. Mayor Roxann Wedegartner told the council the historic hilltop tower needs an estimated $400,000 in repairs, double what was originally requested, with three structural issues identified: failing masonry, unattached stair welds, and electrical problems. The amended appropriation, which passed 10-1 with Councilor Golub dissenting, covers only an engineering assessment and a National Register of Historic Places application.

The council also unanimously approved a zero-emission vehicle ordinance that positions the city to compete for up to $1 million in state Climate Leader grants, ratified three union contracts, and tabled a rental registry ordinance after the city attorney flagged legal complexity around creating a dedicated enforcement fund. City accountant Stephen reported a $766,000 overall FY26 general fund surplus embedded in twelve year-end transfer orders, all of which passed unanimously, though he noted the surplus cannot be certified as free cash until the city completes its ongoing book reconciliation with auditing firm Clifton Larson Allen.
