Elder Tax Fund Rules Out Excess-Equity Funding

Other Committee 2026-09-24 Part 3 · Meeting of September 24, 2026

Greenfield's Elderly and Disabled Tax Fund Committee banks a surprise $5,000 gift, pushing its balance to $9,582.65. Members Jim Geisman, Mandy Whitten and Wanda Hobb, meeting for the first time since August, said city lawyers ruled out tapping the city's excess levy capacity for the fund, finding the law requires the money come "from taxpayers," not excess equity, and would need a state home rule petition otherwise. The committee is aiming for $20,000 to cover a minimum of ten households and is counting on a Lava Center fundraiser this Sunday, with music from the Folly String Band, to help close the gap.

The Board of Assessors has already received four applications ahead of a December 1 deadline, prompting members to agree to draft a needs-based "evaluation tool" for ranking applicants. The committee adjourned on a unanimous 3-0 roll call vote.
