Other Committee · Meeting of May 20, 2026
Greenfield assessors debated ADU classification rules and a citywide address-data problem at their May 20 meeting, approving motor vehicle excise abatements and voting to enter executive session. The Board of Assessors found no Department of Revenue guidance on whether embedded additional dwelling units, existing homes remodeled into duplexes, should be assessed as single-family properties or duplexes, and agreed to raise the question with the Massachusetts Association of Assessing Officers. Members described a fragmented address system spread across the Patriot assessing platform, the planning department, and a nascent health-department rental registry, with no single authoritative source for unit-level data.
A board member said the DOR contact told them flatly, "There is no guidance, in whatever you do, you do." The rental registry, championed by a city councilor identified as John Garrett, is expected to be operational by December 2026 and was identified as the only realistic path to reconciling address records across departments.
