Greenfield board OKs bank building access, cleanup split

Greenfield authority grants developer building access, splits cleanup cost. The Greenfield Redevelopment Authority voted unanimously Wednesday to authorize member Otis Wheeler to sign a license and indemnification agreement letting prospective buyer Oxbow access the vacant former First National Bank building with a set of keys. Executive Director Amy, who drafted the agreement, said Oxbow's development proposal calls for up to 36 months to determine project viability before a formal land development agreement is negotiated.
Member Jean Wall pushed for firmer notice terms and insurance assurances; member Nancy Hawkins said restricting access risked leaving the long-vacant building idle, saying "there's probably worse things that could happen if no one's ever going in there." The authority also voted unanimously to contribute $1,250, half of a $2,500 contractor estimate, toward clearing debris Amy described as "replete with bird poop and bottles," with the authority holding just under $100,000 across two accounts. The Bank Row Urban Renewal Plan covering the property expires in May 2027.
