Panel reviews budget closeout, debates SPED staffing

Greenfield's school budget subcommittee closed last year's books with just $86 left over, after shifting payroll savings to cover a $478,000 jump in special education tuition. Members Goodwin, Webb and Childs voted 3-0 to approve prior minutes, then reviewed a $250,000 transportation-line surplus that helped push out-of-district SPED tuition from $792,000 to $1.27 million. Staff said Greenfield's foundation enrollment at Franklin County Technical School is 129 students, funded directly by the state.
The sharpest exchange came over a special education assistant director role upgraded to full-time this year, with one member saying, "I don't believe more administrators is going to solve the problem in the classroom," while a Newton Elementary special education teacher position and a district-wide speech-language pathologist post remain vacant. Members also flagged preschool costs exceeding $14,000 per child, the district's highest per-pupil expense.
