EDC votes to recommend data center moratorium

Greenfield committee endorses yearlong data center moratorium. The Economic Development Committee voted 4-0 Tuesday to recommend a 365-day zoning moratorium on data centers, with a possible 180-day council extension, touching Article 2, 4 and 7 of the zoning code. Planning Board Chair Souser told councilors the pause would let the city study energy, noise and pollution impacts before any project arrives; no data center is currently proposed in Greenfield.
"I mean, we know that data centers are impactful," Souser said, adding the board wants "measurable, quantifiable thresholds" rather than a blanket ban. The committee also reviewed a draft Downtown Design Guidelines document, built from 13 other Massachusetts towns' standards and covering ground-floor transparency, dark-sky lighting and street trees, but took no vote. Councilors first corrected the August 11 minutes' description of a Dover Amendment discussion, then approved them 3-0-1.
